This project addresses the question of how the development of a global market of higher education combined with the introduction of information and communication technologies (ICTs) challenges higher education and research (HER) systems in the South. How do policymakers, university managers, faculty and other actors in the system of HER relate to the new challenges of our time? What are the impacts of the introduction of ICTs and the emergence of a market within the sector (with both national and international players) on identity formation and knowledge production? How is it possible within a national context to develop a governance system adapted to the new globalised situation which also takes into account locally defined policies and goals for societal development? The project will make a comparison between Senegal and South Africa, even though the empirical investigation will concentrate on the first case. The research will include a literature review and provide an overview of existing national policies and existing expressions of globalisation within the sector. In the Senegal case, by the help of both qualitative and quantitative techniques, it will be provided an in depth description and analysis of the developments since the mid-1990s.
